Scientific Seminar of the “Financial Management” Department on Cashless Transactions

Within the framework of the scientific events plan of the University of Innovation and Digital Technologies of Tajikistan, a scientific seminar was organized on the initiative of the “Financial Management” department. At the seminar, the department lecturer Ismoil Subkhonkulovich Valiev delivered a presentation on the topic: “Content, Significance, and Key Aspects of Organizing Cashless Transactions in the Context of a Developing Market Economy.”

The speaker noted that cashless transactions are payments conducted without the use of cash, via bank receipts, bank cards, electronic means, payment orders, and electronic wallets. Full implementation of this system ensures transparency of financial operations, increases the state budget, and reduces the influence of corruption factors. At the same time, the population can make payments easily and quickly without visiting service centers.

During the discussion, the head of the “Financial Management” department, PhD in Economics, Associate Professor S.M. Akimov emphasized that the Decree of the President of the Republic of Tajikistan “On Measures to Expand Cashless Transactions” (June 22, 2023, No. 586) gave a strong impetus to the development of this sector. According to the decree, from August 1, 2023, payment of taxes, state fees, fines, medical and utility services in ministries, agencies, and state organizations will be carried out exclusively in a cashless manner.

This timely initiative lays a solid foundation for ensuring the efficiency of financial operations, preventing corruption, and improving the country’s international ranking.

The main objective of the seminar was to scientifically analyze the essence of cashless transactions and determine their organizational features in modern conditions. The seminar concluded with active discussions among participants and the presentation of scientific and practical recommendations for improving the country’s financial system.
